In 2015, local governments carried out the plans made by the central government, implemented spirits from the rural pilot reform conference, centered around the major areas and important movement to deepen rural reform, explored and researched, and improved the system. Each task received positive progress and preliminary effects.
1. Rural Pilot Reform Progressed Smoothly First, the advancing mechanism was improved. Provinces and cities established joint meeting system for pilot reform areas and other coordinative systems. Pilot reform areas all established leaders teams or corresponding administrative institutions which consist of major local leaders, and constructed or specified institutions and staff members to work in the pilot reform zones. Some pilot reform zones also set up evaluation mechanism. Second, clearer thoughts were formed on rural reform. On top of specifying detailed responsibilities in the pilot zones, newly arranged pilot reform zones enacted implementation plans for the reform, detailed potential key questions, and made potential reform measures and practical steps. Third, reform movements were promoted orderly. Newly formed pilot reform zones explored independently within their areas of specialty, worked heavily on arrangements, and some reform policies and movements were suggested and promoted, the new batch of reform experiment has made solid progress.
2. Pilot Reform Presented Positive, Initial Impacts After a few years' of exploration, rural pilot reform brought some valuable positive impacts in many areas. Focused on cultivating new-type operation entities, improving interest connection mechanism of various operation entities, and innovating agricultural socialized service method, among others, made explorations and vigorously built up modern agricultural operation system. Explorations were also centered on innovating the confirmation, registration and issuance of rural land contract management rights, improving the management right of the contracted land and standardizing land circulation management in order to improve rural land management mechanism. Explorations were also centered on improving rural financial service system, broadening the definition of effective collateral, starting internal cooperative credit society within farmers，cooperatives, improving rural insurance system in order to establish modern rural financial system. Explorations were also centered on quantifying the property rights of rural collective properties, new types of collective business entities' operation and management and rural property rights circulation to deepen and intensify system reform for rural collective property rights. Investigations are also conducted centering on integrated urban-rural development plan, accelerating households registration reform, enhancing the equalization of urban-rural public services, establishing "industry promotes agriculture" system, and improving agricultural support and protection systems to enhance the mechanism of urban-rural integration. Rural governance was also improved by efforts made in improving a dynamic villager self-governance system and democratic decision-making system.
While advancing the reform, some beneficial methods were formed. First, combine reform and innovation with promotion of improvement. Adhered to be problem-oriented, and took reform as a way to solve agricultural and rural problems. Second, combine major breakthroughs with overall advancement, and to both reform based on approved plans, and to further explore on the experiments. Third, to combine all-level promotions with local leaders and people’s passions for reform. Enhanced unified leadership, and also emphasized on mobilizing the reform enthusiasm of grassroots cadres and masses. Fourth, combined practical explorations with theoretical guidance, and focused both on advancing reform and explorations based on self-capacity, and introducing talents to guide the reform. With increasing advancements, the scale of rural reform pilot programs has been expanding, and the programs have been more and more systematic, and positive influences have been spreading, which laid a good foundation for further deepening of the reform.
