ABSTRACT

Lu'an Longxiang gourmet King poultry Co., Ltd. is a provincial leading enterprise of agricultural industrialization integrating breeding, processing, scientific research and sales of Lande geese. The company helps Huoqiu County of Anhui Province to achieve the target of poverty alleviation through the industrial poverty alleviation mode. The company adopts the mode of "two advanced funds", that is, to advance money for poor households to purchase Lande goose seedlings, to provide breeding feed for poor households, and to recover the cost of advance funds when buying back the adult geese, so as to solve the problems of poor households and large-scale farmers that are short of funds, technology, marketing and risk.

The interest linkage mechanism between the company and the poor households is shown as follows: first, take the lead in establishing Longxiang livestock and poultry industry consortium - Huoqiu County Wanxiang goose breeding professional cooperative, in which the poor households work to obtain wages or dividends; second, give priority to the employment of poor households with labor ability; third, drive more than 100 large-scale breeding farms in the county to develop breeding industry.

BACKGROUND

Located in the west of Anhui Province, Huoqiu County is a typical agricultural county, and also a key county of national poverty alleviation and development. The main causes of poverty are poor natural conditions, serious homogenization of breeding varieties, low price, no scale, no brand, lack of market, the masses lack of confidence in struggle, lack of funds, lack of technology, lack of market, and fear of taking risks. Lu'an Longxiang gourmet King poultry industry Co., Ltd. and six key poverty-stricken villages in Huoqiu County signed a three-year action of "100 enterprises helping 100 villages", which provided free white goose seedlings to poor households, so as to drive poor households to engage in Lande goose breeding and solve the employment problem of the poor population. In order to further fulfill its social responsibility, the company, together with the local government, actively studies the tasks and methods of poverty alleviation in the new period, and constantly improves the poverty alleviation mode.

INTERVENTIONS

For all the poor households in Huayuan Town, the breeding base, the company first presented 12000 white goose seedlings, and then signed breeding recycling agreements with poor households to ensure the interests of poor households.

(2) Voluntary equity participation and stable income increase.

In order to ensure the poor households to increase their income steadily and prevent them from returning to poverty, we should share in the profits of poor households.

(3) From point to surface, it is fully spread out.

For the poor households in the surrounding counties and other towns in the city, the company will provide assistance according to the same preferential conditions as the township. If there is a demand, the township can take the lead in organizing and contact the company with the township as the leading unit. The company will establish and improve the relevant Township information, and provide pairing assistance while developing and expanding the scale of the company.

The project helps to solve the problem of shortage of funds and technical services for poor households, and increase collective economic income for poor villages, which can further increase the income of poor households through redistribution. 1. Investment amount

Party A is responsible for the investment and construction of the breeding base industry poverty alleviation project, covering an area of 20 mu, with a construction area of about 2000 square meters, and other ancillary facilities. The investment amount is RMB 2 million in capital. Party A owns the property rights of the fixed assets invested, and the depreciation of the fixed assets has nothing to do with Party B. Party B is responsible for the investment and allocation of working capital of 2 million yuan.

2. Dividend ratio

Considering the benefit sharing between Party A and Party B, Party B shall, within the agreed dividend period, ensure to give Party A a dividend at the rate of no less than 6% of the loan interest rate of the same period. The amount of dividend is RMB 12 per year. The annual dividend is paid to the account designated by Party A on December 1. The starting time of dividend is the date when the investment project is completed and put into operation. The industrial poverty alleviation policy support belongs to Party A, and the industrial poverty alleviation policy support to Party B belongs to Party B. Party A and Party B shall not interfere with each other.

3. Rights and obligations of both parties

a. Party A's project construction shall ensure that roads (road hardening), water (drilling) and electricity (three items and four lines) shall be connected, and supporting sewage treatment tank shall be constructed to provide a good business environment for Party B. any interference in any form shall be borne by Party A. After the project is completed and the agreement is signed, Party B shall operate independently, and Party A shall not interfere with Party B's production and operation activities. Party A is obliged to assist Party B in handling relevant certificates.

b. Party B can only breed Lande goose, white goose or duck. If the breed is changed, Party A's consent is required. Party B shall not damage Party A's assets in the production and operation (except for the irresistible factors of project quality, depreciation and manpower). Party B shall be responsible for the normal maintenance cost of fixed assets. After the signing of the cooperation agreement, the investment of fixed assets added by Party B has nothing to do with Party A. after the agreement is terminated, Party B has the right to take it away.

c. Party A and Party B sign this agreement voluntarily and equally. Neither party shall breach the contract in any form. The economic losses caused by the breach shall be borne by the breaching party. The reasons for the change of Poverty Alleviation Policies and the irresistible factors of manpower can be solved through negotiation.

d. If Party A and Party B violate this agreement, in addition to compensating the economic losses of the non breaching party, Party B shall also pay a penalty of RMB 50000 to Party B, and the non breaching party has the right to terminate this agreement.

4. From April 30, 2039 to October 30, 2019.

5. Dispute resolution.

If there are deficiencies in the implementation of this agreement, Party A and Party B can sign a supplementary agreement through consultation. In case of any dispute, Party A and Party B shall settle the dispute through negotiation. If the negotiation and mediation are invalid, they may file a lawsuit to the people's court.

This agreement is made in quintuplicate, one for each party, one for the county poverty Alleviation Office, one for the township government and one for the village committee, all of which have the same legal effect. This Agreement shall come into force on the date of signature by both parties.

The first quality requirements: 1. Article 2

1. The mode of providing goose fry is: Party A shall provide Lande goose fry to Party B for raising, and the quantity of goose fry shall be 1500. The price of goose fry shall be 30 yuan per piece, totaling 4500 yuan. The fund for the seedling and the required feed will not be collected temporarily, and will be deducted from the goose fund when purchasing the Adult Geese within 60 days.

2. On December 26, 2019, Party A shall deliver the Lande goose fry to the breeding site of Party B. The cost of delivering goose fry shall be borne by Party A. The quality requirements of goose fry are lively, without defective goose seedlings.

Article 3

Purchase time: Party A shall be responsible for the recovery of the seedlings from 60 to 65 days after Party B receives the seedlings, and the price is 10 yuan per catty. Without the consent of Party A, Party B shall not sell Lande goose to others. If it cannot be recovered within 60 to 65 days, Party A shall compensate Party B with 0.7 yuan per day for each goose feed.

Article 4

The settlement method for the purchase of geese is: pay off at that time.

Article 5

Specific requirements for breeding and epidemic prevention: Party A shall arrange technical personnel to assist Party B to inject E.coli vaccine once, goose paramyxovirus vaccine twice and avian influenza vaccine twice, and provide breeding technical services after 50 days of vaccination.

Article 6

Breeding feed standard and cost bearing: the feed used by Party B for breeding shall be provided by the manufacturer designated by Party A, and the feed cost shall be paid by Party A.

Article 7

Product price: when the market purchase price is lower than the protection price at the time of delivery, the protection price shall prevail. If the market purchase price is higher than the protection price, both parties may raise the price through negotiation. Breeding, feed, labor wages and other factors, resulting in high cost, resulting in price changes, the two sides can separately discuss. If there are no special circumstances, both parties shall not break the contract for any reason, and the force majeure factors can be solved through negotiation.

Article 8

Dispute resolution: in case of any dispute arising out of this contract, both parties shall negotiate or apply for mediation by relevant departments. If the negotiation or mediation fails, a lawsuit shall be filed with the local people's court according to law, or the arbitration shall be applied for in accordance with the arbitration clause or arbitration agreement separately reached.

If there are any matters not covered in this contract, it can be negotiated separately. This contract is made in duplicate, with each party holding one copy.

RESULTS

Longxiang company will subsidize each household with 5000 yuan of greenhouse construction fund for raising more than 1200 geese in poor households. LESSONS LEARNED

(1) Intensive operation and breakthrough in scale.

Poor areas have underdeveloped transportation, weak industrial base and weak ability to resist disasters. Natural disasters occur frequently, often suffering from drought and other natural disasters. The scale of enterprises is not large enough, the capital investment is insufficient, the level of industrial management is low, and the modern agricultural system is not perfect. Driven by interests, enterprises and farmers lack mutual trust, and the cooperation between production and marketing needs to be strengthened. The modern agricultural industrial system with standardized production, large-scale development, industrialized operation and market-oriented operation needs to be strengthened.

Through leading enterprises, the government encourages and supports family farms and other new business entities. Relying on the leading enterprises, it forms the interest connection mechanism with the vast number of poor households, expands the production scale, effectively integrates and forms agricultural leading enterprise groups with modern agricultural product processing resources, development potential, radiation surface and driving ability, so as to improve the ability of driving the poor people to get rid of poverty and become rich The way for the poor people to increase their income and become rich by relying on special agricultural products.

(2) standardization of operation and new breakthroughs in improving the industrial system.

With the efforts of the company, taking advantage of the company's well-known trademark, Anhui famous brand, high-tech enterprises and other advantages, after 15 years of development, Huoqiu County Lande goose industry has become a national well-known breeding and processing base of Lande geese, winning the reputation of "China's goose fatty liver in Huoqiu". In 2018, Lande goose series products have been certified as organic products.

(4) Science and technology lead standardization.

In order to standardize the production process of filling feeding, the method of slaughtering liver and the method of preservation, the company, together with the Institute of animal husbandry and veterinary medicine of Anhui Academy of Agricultural Sciences, formulated the local standard of technical specification for filling feeding of fatty liver geese, drafted and issued 6 enterprise standards such as edible goose oil standard.
