1.Policy background and main content Promoting the integrated development of rural primary, secondary and tertiary industry is the necessary requirement of modern agricultural industry system, production system and operation system, is an effective approach to cultivate rural new industry, new commercial activities, and new models, and is an important support in promoting relatively fast income increase for farmers. In order to deeply implement the work deployment of the Guiding Opinions by the General Office of the State Council on Promoting Rural Primary, Secondary and Tertiary Industry Integrated Development ([2015] No. 93), adhered to the work goal of promoting agricultural quality improvement and efficiency boosting and increasing farmers，employment and income, with the main work line of speeding up the transformation of development mode and improving quality and efficiency, with the work path of promoting rural primary, secondary and tertiary industry integrated development, with the working layout of implementing transformation and upgrading project of agro-product processing industry, and farmers starting up and innovation service project, strove to promote agro-product processing industry and rural primary, secondary and tertiary industry integrated development work to achieve new progress, yield new fruits, and provided powerful industry support for promoting agricultural modernization and comprehensively building a moderately prosperous society.
1) Actively promoted the implementation of Opinion by General Office of the State Council. In 2016，the MoA's general office issued the Notice on Task Division in Implementing the "Guiding Opinion by the General Office of the State Council on Promoting Rural Primary, Secondary and Tertiary Industry Integrated Development" ([2016] No. 3), researched and enacted specific work plans for the 12 tasks led the MoA, i.e., agricultural structural adjustment, industry chain extension, function expansion, new-type commercial activities, cooperatives and family farms, leading enterprises, industrial associations, order agriculture, joint stock partnership, corporate social responsibility, risk prevention and service platform, refined work measures, and specified expected fruits and time schedule. Meanwhile, supported relative departments to promote the implementation of other eight items of tasks. Enacted the promotion work plan on rural primary, secondary and tertiary industry integrated development, issued MoA，s Notice on Promoting the Implementation of Rural Primary, Secondary and Tertiary Industry Integrated Development, guided each region to actively explore in practice, and pushed forward the in-depth carrying-out of various works in industrial integrated development. Formulated the National Agro-product Processing Industry and Rural Primary, Secondary and Tertiary Industry Integrated Development Plan (2016-2020)，and made comprehensive deployment and arrangement on the thoughts and goals, main tasks, key layout, major projects, safeguarding measures and beyond on rural primary, secondary and tertiary industry integrated development during the "Thirteenth Five-Year Plan" period.
2) Implemented pilot demonstration projects for integrated development. Centering on promoting rural industrial integrated development, joint hands with the National Development and Reform Commission to launch "hundred countries thousand towns ten thousand villages" pilot projects, explored the mode of industrial integration, and built modern agricultural industrial system. Worked with Ministry of Finance and launched pilot demonstration projects in some provinces, arranged financial fund of 1.2 billion yuan, adopted the methods of "construction first, subsidy second，，，discount loans, and setting up industry guide fund, supported operation subjects that allowed farmers to share the added value earnings from secondary and tertiary industries, and motivated the vitality of industry integration. Joint with Agricultural Bank of China to issue the Notice on Offering Financial Support of Pilot Demonstration Projects of Rural Primary, Secondary and Tertiary Industry Integrated Development ([2016] No. 15), following the requirement of the notice, would enhance financial support on pilot demonstration projects, and recommended 448 rural industry integrated projects with solid foundation and good market prospect, and 403 national farmers cooperatives processing exemplary units for Agricultural Bank of China, striving for credit support for enterprises and cooperatives.
2. Policy implementation situation and effect evaluation With the gradual implementation of policies and measures of No. 93 document issued by the General Office of the State Council, rural industry integrated development took on enormous vigor, effects were initially shown, presenting a "five multi" pattern. Firstly, promoted with multiple modes. Each region adjusted measures to local conditions, considering local production, actively explored repeatable, referable and promotable experience and models, including industry-city integration, agricultural inner integration, industry extension integration, function expansion integration, new technology penetration integration, and compound integration. Secondly, participated with multiple subjects. Actively created whole industrial chain whole value chain integrated development pattern led by leading enterprises, with new-type operational subjects as main force, and participated by the general mass farmers. At the same time, actively cultivated new integration subjects, formulated policies to guide entrepreneurship and innovation among those who returned home to villages or went to the countryside, as currently 80 percent of them created rural industry integration projects. Thirdly, multiple mechanisms were connected. In way of project guiding and typical model driving, each region guided various integration subjects to establish close interest-linked relationships with farmers, promoted the value chain distribution to lean toward farmers in the upper reaches, and built the subjects of industrial chains into a community of risk sharing, interest sharing and common destiny. Fourthly, multiple factors were powered. Via rural industry integrated development, each region kept resource factors, popularity and network, and profit and tax in the countryside, and drove the integration and optimized restructure of resources, factors, technologies and market demand. Fifthly, multiple commercial activities were created. Guided by new industries, new commercial activities and new models such as agro-product processing industry, leisure agriculture, rural tourism and e-commerce, each region promoted agriculture industry to connect with secondary and tertiary industry, and realized the adding of industrial chains; Via quality and brand lifting, realized first-time value adding, via processing and packaging, realized second-time value adding, and via logistics and sales, realized third-time value adding, which led to the lifting of value chain; Via leisure tourism, production-sales direct supply, consumption experience and personal customization, realized the unobstructed supply chain, and formed a giant industrial cluster with connections.
