Since the implementation of the newly revised Agricultural Technology Popularization Law on Jan. 1, 2013, the MoA joint with relevant central departments and local agricultural administrative departments of each level, focused on implementing the law, constantly enhanced reform and construction of agricultural technology popularization system, and achieved positive results.
1. Financial investment obviously intensified From 2012 to 2015, central finance invested 2.6 billion yuan each year, used in 2,550 agricultural counties nationwide to launch grassroots agricultural technology popularization system reform and construction, which drove local financial investment of about 10 billion yuan to support such work.
2. Organization team building achieved notable results Currently, the country set up 79,000 agricultural technology popularization organizations, checked, verified and approved staffing positions of 600,000, and has 580,000 agricultural technology personnel. Most of the country's agricultural technology popularization organizations already realized full-amount appropriation, and personnel salary was included in fiscal budget.
3. Condition for popularization service saw preliminary improvement The National Development and Reform Commission invested an accumulated 5.8 billion yuan, improved office conditions for village and town agricultural technology popularization organizations, bought necessary instruments and equipment and transportation tools, and the service means and ability of village and town agricultural technology personnel realized preliminary improvement.
4. Operation and management mechanism took shape initially Some 90 percent of the nation's grassroots agricultural technology popularization organizations set up management systems including personnel employment, work evaluation, popularization duty, personnel training, and diverse popularization, and created condition for standardizing grassroots agricultural technology popularization service work.
5. Subject enthusiasm on popularization enhanced The MoA launched star service construction pilot work of grassroots agricultural technology popularization organizations with work performance as the key assessment indicator. Local agricultural departments enhanced communication and coordination with relevant departments, and promoted the introduction of reward system for grassroots agricultural technology personnel.
6. Framework of one subject and multiple parties basically formed Each level of agricultural technology popularization organizations is main force in public welfare promotion service, agricultural technology personnel with duties and integrated villages and households are main work method, and have done massive work in providing service for the nation's grain production. For industries with good comparative benefits and high added value such as gardening and aquaculture, social organizations including farmers' cooperatives, family farms and agricultural enterprises gradually became important force in agricultural technology popularization. Agricultural science and research institutions, as the source of achievement and technology, are playing a growing important role, and have done a lot of work in the two aspects above.
