Opinions of Gansu Province on Development of Rural E-commerce (Excerpt 2)

Rural E-commerce;Gansu

Introduction:

As an inland province in northwest China, Gansu lags behind many other parts ofthe country in terms of economic development. In recent years, with theguidance and incentives provided by the provincial government, Gansu has madethe most of the opportunities for the growth of rural e-commerce and achievedgood results in poverty alleviation.

In order to better implement the rulesand regulations formulated by the State Council and relevant ministries andcommissions, and to promote the development of rural e-commerce in Gansu, the provincialgovernment issued this document in 2016, which shall remain effective for fiveyears.

III. Policy Measures


(1) Strengthen policy support. Comprehensive national demonstration projects need to be implemented to promote e-commerce in rural areas. Impoverished households that run an online store or produce or sell goods that are available online, and enterprises and online stores that help impoverished households produce or sell such goods and have achieved good results shall be entitled to full-amount interest subsidies at benchmark interest rate for unsecured and guarantee-free micro credits with an amount lower than RMB50,000 and a term less than three years. Eligible college graduates who run a store on an e-commerce platform may enjoy small-sum guaranteed loan with financial discount. Financial institutions in the province are encouraged to develop financial products such as online payment, mobile payment, and supply chain loans suitable for rural areas.


(2) Encourage and support innovation. Support is provided for local e-commerce platforms and enterprises to expand their operation channels to rural areas. Resources such as agricultural products, forest and fruit products, and folk products are integrated. Custom-made and tailored agricultural products are promoted. Through e-commerce platforms, supply and marketing cooperatives, agricultural chain stores, post offices, express delivery outlets, and e-commerce service points, high-quality, affordable and traceable agricultural producer goods are provided for farmers. Rural e-commerce service stations are encouraged to expand their scope of service, diversify their functions, gradually integrate such features as mobile phone charging, ticket purchase, utility bill payment, pension insurance payment, and land supply and demand information release. Online shopping is promoted among farmers, and both production and living services are improved. Counties with obvious advantages in resources are encouraged to explore the new model featuring e-commerce, the pillar industry and leading enterprises. Cooperation with postal departments is strengthened to explore the E-commerce Plus Post model,and agricultural product processors are encouraged to work with postal offices, express delivery outlets and communities, and fresh agricultural products are supplied by production bases directly to communities. Supply and marketing cooperatives are encouraged to build e-commerce platforms for agricultural products. Publicity efforts via the Internet, radio, TV, the press and other media are increased to promote rural e-commerce,explore typical cases of innovation, and disseminate good practices.


(3) Quicken pace in improving the rural express delivery and logistics system. Efforts shall be made to promote the sharing of logistics service resources and information between transportation, supply and marketing, postal service, couriers and rural areas, and accelerate the improvement of the rural logistics and express delivery system. Postal offices, which play an important role in the rural express delivery and logistics system due to their great number and wide distribution, need to be fully leveraged to solve the last-mile problem affecting the delivery of parcels from townships to villages. Courier companies are provided with support in developing their modern rural delivery  system and supply chain delivery system for agricultural products and cold chain logistics system suitable for fresh foods. Enterprises are encouraged to use existing delivery centers, township trade centers, rural store infrastructure and logistics networks to improve the IT application and timeliness of circulation in rural areas. The construction of e-commerce logistics public service platforms is encouraged, and information sharing and coordination between e-commerce enterprises and postal delivery and logistics enterprises is promoted to achieve synergy between them. Logistics enterprises are provided with support in establishing their stores and service outlets in rural areas, and develop express delivery and logistics service geared towards rural areas.


(4) Strengthen the construction of rural infrastructure. Efforts shall be made to improve the universal service compensation mechanism for the telecommunication sector, formulate the internet charges subsidy plan for online stores in poverty-stricken areas, and provide broadband internet connections at a higher speed and a lower cost. Paces need to be quickened in the construction of rural information infrastructure and in the promotion of FTTH (Fiber to The Home). Construction of roads, particularly paved roads that will improve access to villages, is expedited, and the coordinated development of passenger and freight transportation and mail traffic is advanced. The role of passenger depots in serving the rural logistics and postal service systems needs to be best leveraged, and the township passenger depots need to be made a center for goods purchased online and logistics activities in rural areas.


(5) Step up the branding and standardization efforts for agricultural products. E-commerce enterprises specialized in agricultural products are encouraged to strengthen branding efforts, avoid disorderly competition, and improve product quality and added value. Efforts are also made to foster well-known brands of agricultural products in the province, and to encourage traditional brands to build their presence and visibility online. A quality and safety supervision system covering the entire process of agricultural products is built to promote standardized production and improve the quality and safety evaluation system. Support is provided for the green and organic certification of agricultural specialties. A modern agricultural standard system is built, covering the environment at the place of origin, production, processing, storage, packaging, transportation, and circulation. Enterprises, cooperatives, and farmers are guided to grow plants, produce, process, and pack products in accordance with standards, thus ensuring the quality of online goods from the source and eliminating hidden hazards.


(6) Strengthen the training of rural e-commerce personnel. With the help of national, provincial and other specialized training institutions, a competent team that has a considerable knowledge of e-commerce and online store operation and can take the lead in pursuing prosperity is built. Universities in the province are encouraged to offer e-commerce programs, and work with enterprises to build training sites for rural e-commerce personnel. E-commerce enterprises are encouraged to provide training focusing on farmers, rural youths, college students returning to their home villages, and veterans to help build their professional skills. Via national demonstration centers, business incubation parks, key laboratories, and county-level service centers, different levels of rural e-commerce training and incubation are carried out, and e-commerce entrepreneurship practice sites are established for college students and other young people. Leading enterprises and social groups are encouraged to organize rural e-commerce entrepreneurship, agricultural product marketing and other competitions.


(7) Foster an orderly and rule-based market environment. Efforts shall be made to strengthen online market supervision and regulation, ensure compliance with security and quality rules, and combat illegal acts such as production and sale of fake and shoddy products, false advertising, trademark infringement, and unfair competition.
